Harvard Debate Council China Office
Founded in 1892, Harvard Debate Council is one of the oldest and proudest intercollegiate policy debate societies in the United States. HDC has long been committed to excellence in debate education. HDC organizes international debate tournaments of high value, both online and offline, and carries out various types of debate activities and summer workshops every year, aims to provide an international stage for debaters from all over the world.

2025年哈佛大学年度邀请赛公共论坛组别辩题于昨日正式公布，另外，哈佛国际邀请赛系列2025年一月场的国际冠军赛Harvard Debate Council International Championship将在北京时间2025年1月25日 - 1月26日进行。
本场赛事同时开放多组别，包含Public Forum Debate 公共论坛辩论、World Schools Debate 世界学校制辩论、Junior Original Oratory 青少年原创演讲。

Public Forum Debate
本场赛事的Public Forum 公共论坛辩论组别将作为2月份哈佛大学年度邀请赛的官方练习赛场次，本场次赛事的PF组别将与年度邀请赛PF组别使用同一辩题，供辩手们互相切磋练习。
辩题公布如下：
Debate Topic:
Resolved: TheUnited States should accede to the Rome Statute of the International Criminal Court.
美国应加入《国际刑事法院罗马规约》。
*TheUnited Statesis not a state party to theRome Statute of the International Criminal Court(Rome Statute), which founded theInternational Criminal Court(ICC) in 2002.As of January2025,125 states are members of the Court. Other states that have not become parties to the Rome Statute includeIndia,Indonesia, andChina. On May 6, 2002, the United States, having previously signed the Rome Statute, formally withdrew its signature and indicated that it did not intend to ratify the agreement.United States policy concerning the ICC has varied widely. TheClinton administrationsigned the Rome Statute in 2000, but did not submit it forSenateratification. TheGeorge W. Bush administration, the U.S. administration at the time of the ICC's founding, stated that it would not join the ICC. TheObama administrationsubsequently re-established a working relationship with the Court as an observer.
本场PF辩论将分为三个组别，Open公开组别、Novice新手组别和Middle School初中组别。所有组别的发言时间和发言顺序一致。
- Open公开组别建议9-12年级有一定辩论参赛经验的学生参加。
- Novice新手组别建议第一次参与辩论比赛的高中生参加。
- Middle School初中组别建议8年级以下的尚未系统参加过辩论比赛的学生参加。
各组别时间安排如下：
世界学校制辩论
World Schools Debate
本场比赛包含两个世界学校制辩论组别，均采用世界学校制辩论（World Schools Debate），以3V3的形式进行，选手将以三人组成一队，按照发言顺序进行陈述。
本场比赛WSD组别辩题将采用已备辩题（Prepared Motions）和即兴辩题(Impromptu Motions) 相结合的形式，比赛过程中，选手会根据比赛轮次分别获得一个已备辩题或即兴辩题。其中，已备辩题（Prepared Motions）会在比赛开始前两周提前公布，辩手可以提前准备好辩题参赛；即兴辩题(Impromptu Motions) 将在比赛开始前公布，辩手在比赛现场知晓自己的辩题和持方后和队友一起在限定时间内准备发言内容。
本场WSD辩论将分为两个组别，Junior低龄组别和Open公开组别。
- Open公开组别建议9-12年级有一定辩论参赛经验的学生参加。
- Junior低龄组别建议8年级以下的尚未系统参加过辩论比赛的学生参加。
Open组别和Junior组别将采用相同的比赛流程和发言顺序，其中，各轮次辩题类型、发言时间和辩题准备时间不同。
在即兴辩题准备时间上，
- Open组别队伍将有60分钟的时间进行辩题准备。
- Junior低龄组队伍将有30分钟的时间进行辩题准备。
在发言时间上，
- Open组别双方立论环节发言时长为8分钟，最后回复陈述时长为4分钟。
- Junior组别的双方立论环节发言时长为4分钟，最后回复陈述时长为2分钟。
在各轮次辩题类型上，
- Open组别队伍在前四轮R1-R4循环赛阶段均采用已备辩题，在最后的淘汰赛阶段采用即兴辩题。
- Junior组别在所有轮次均采用即兴辩题。

This House supports prioritizing international funding for large-scale infrastructure projects in the Global South over social welfare programs.
众议院支持将国际资金优先用于发展中国家的大型基础设施项目，而不是社会福利项目。
Round 3 and 4 Prepared Motions
第三轮和第四轮已备辩题:
This House regrets the rise of performative activism on social media in movements for gender equality.

Junior 原创演讲
Junior Original Oratory
本场比赛的演讲仅设置一个组别：Junior Original Oratory，采用简化版 Original Oratory 原创演讲赛制，此组别建议8年级以下有一定演讲经验的学生参加。演讲时长为5分钟，选手需要自行拟定主题，自己撰写稿件进行演说。
