正如我们之前向你介绍的，自1990年间软件工程行业第一次创办黑客松以来，黑客松这一旨在用短时间高效地汇聚各个领域的人才从而迅速地解决某一具体问题的比赛形式就在世界各地一发不可收拾。如今，许多知名的院校与组织都曾举办过黑客松，其领域也不再局限于理工科领域。

你已经认识我们。我们希望这一全新的TFF政策黑客松比赛能够吸引到国内学生群体的反响与共鸣。我们同时希望有更多像你一样优秀的人加入我们，加入黑客松的挑战，享受其中的乐趣，并为我们的社群贡献更多、更优秀的政策提议。

因此，我们正式宣布第一届TFF“黑客奖学金”(The TFF Hackers Scholarship)的成立。我们将在政策征文大赛中分别筛选一名TFF黑客松全球冠军奖、两名TFF黑客松全球优胜奖、和三名TFF黑客松全球荣誉提名奖获得者。他们将分别获得400美元，200美元，和100美元的奖金。

世界大而不同，时事转瞬刷新。政策 – 及其制定 – 也因此注定是天生多元、多维、多变的。只有当我们了解到不同的声音，我们才能够改变并完善想法，达到共识，并推动真正全面、有意义的政策设计。

为此，我们组建了TFF黑客松学术委员会，由全球各大高校有关背景的同学出任“黑客委员”，对黑客松的投稿进行评审。他们也将会在TFF各平台的渠道上，对有关的政策和社会问题发表自己的意见。双向的交流是传统黑客松形式的重心，现在我们将提取其精髓，转至线上。

除此之外，我们也即将推出TFF政策黑客松的第二以及第三部分，也就是“留言板”(Bulletin Board)与辩论环节。我们希望参赛者们能够在清晰地诉说出自己观点的同时聆听他人的想法并针对其中的不同进行讨论。这样参赛者之间的互动是我们举办TFF政策黑客松时真正想看到的。

想法之间的碰撞比一个所谓“标准答案”的结果更加重要。我们相信你也这样认为。

Bulletin Board

Welcome to the TFF Policy Hackathon Bulletin Board! This is a dynamic forum where we post intriguing topics related to current policies and invite you to share your insights and opinions.

We believe in fostering thoughtful discussions, and we value your perspectives. If your comments stand out, you may even be invited to participate in our online debates, where you can engage more deeply with others on these topics.

Our first issue of the TFF Policy Hackathon Bulletin Board will center around the ongoing TFF Policy Hackathon 2024. The same topics and questions from the hackathon competition will be used for the bulletin board.

Whether you participated in our Policy Hackathon or not, we would like you to share your viewpoints on some of the most debated, controversial problems surrounding the treatment of human life in the Israel-Hamas War.

Procedure:

1.Topic Posting

New topics that center around the most popular, controversial social or political issues of the time will be posted regularly every month by our moderators through accessible links.

Each new topic introduction will include background information and key questions to spark discussions.

We also welcome participants to join us in designing potential bulletin board topics. If you have a specific topic that piques your interest and suits our goal of promoting social and political awareness, please email

hackathon@forbiddenflourish.com.

2. Sharing Opinions

Participants will be expected to leave a medium-length post (around 200-400 words) under each bulletin board. There will be no strict requirements for the format and the structure of the post, but sufficient preparations, considerations, and efforts are expected for each post.

Participants are also encouraged to engage with, question, or respond to other people’s posts and comments.

While we promote interactions, participants are expected to maintain respect and courtesy in all interactions.

3. Highlighting Interesting Perspectives

Bulletin board moderators will review comments and highlight those with unique, well-articulated viewpoints.

Sincere and constructive posts, thoughts, and comments with decent clarity, complexity, and thought-provoking qualities are especially valued.

4. Online Debate

Selected contributors will receive invitations to join our online debate sessions.

Invitations will include details about the debate schedule and topic.

A semi-formal format similar to that of the ‘Cross-examination debate’ of TFF Hackathon 2024 will be used for the bulletin board debate, and moderators will be present to guide the flow of the discussion and answer questions.

Participants will be divided into teams based on the viewpoints they expressed in their bulletin board posts.

The goal of the debate is to explore different angles and solutions to a specific social or political issue.

5. Outcomes

Highlights from the debate will be posted on the bulletin board.

Exceptional contributions may be featured in a special segment or publication of the TFF official accounts.

Cross-Examination Debate

Welcome to the TFF Policy Hackathon Cross-Examination Section! This is the final part of the Policy hackathon. Its purpose is to provide an opportunity for the attendee to explain and defend their specific policies in an intricate and detailed manner to the judging panel and to each other. It also helps the attendees to acknowledge the limitations of their and their peers' proposed policies.

This section is not intended to be a replication of competitive debate. There is no "winner", and no voting will take place. The judges are only using the information presented in this section to help the judging panel better understand your arguments when evaluating your policy.

Procedure:

1. The tentative date for the online, synchronous cross-examination section will be two weeks after the paper submission deadline, around September 14th.

2. The participants will be paired with another team and assigned the policy paper written by each other anonymously 7 days before the online session. The participants are expected to read and investigate the merits and potential issues with the proposed policy.

3. The cross-examination section will follow a modified version of a formal debate, with semi-structured speech time and structured speaking order. The participants are divided into the Affirmative Team (the author of the policy paper) and the Opposing Team (the other team).

1st speech: The Affirmative Team will provide a brief overview/introduction of their proposed policy for 2-10 minutes.

The competitors are recommended to prepare this speech beforethe synchronous session, such as by having a script

In this speech, the competitors are recommended to explain different aspects of their chosen prompt and policy solution, including

Issue Addressed: What is going on in the status quo? What should have happened and what hasn't been done?

Harms: What is the problem with the status quo?

Plan: What is the proposed policy actually doing?

Solvency: What, and how could the proposed policy solve the issues?

Evidence: What are the evidences that support the claims?

CX:The Opposing Team will have 3-12 minutes to ask questions to the participants. The Opposing Team might interrupt the Affirmative Team if they believe the response is not answering the question or that it has taken too long.

The Opposing Team will have 4-5 minutes to prepare for their next speech

2nd speech: The Opposing Team has 3-6 minutes to respond to the Affirmative Team

The competitors are recommended to prepare this speech before the synchronous session, such as by having a script.

In this speech, the competitors are recommended to address the potential issues of the proposed policy plan, including but not limited to

Uniqueness: Has the policy plan been tried already, but met with failure or limitations?

Effectiveness: Could the policy really solve the issue?

Disadvantage: Would the proposed policy cause other undesirable consequences?

Feasibility: Would the proposed policy face practicality issues?

Use of Evidence: Is the use of evidence in the proposed policy reliable?

The Affirmative Team will have 4-5 minutes to prepare for their next speech

3rd speech: The Affirmative Team will have 3-6 minutes to respond, defend, and summarize their position. In other words, providing a final appeal as to why their proposed policy is desirable

The Affirmative Team and the Opposing Team will then switch sides and follow same procedures to discuss and debate over the second paper

The Judges will be asking clarification questions to both teams after the conclusion of the cross-examination.

A moderator will be facilitating the process and help clarify any confusion. While there's a certain grace period, the expectation is that the participants will adhere to the time limit.
